City Government

Pocatello's City Council had a busy week, convening for multiple sessions including a regular meeting, two special meetings, a clarification meeting, a work session, a goal setting meeting, and a budget development training session. At its regular meeting on Tuesday, March 11, the Council voted 5-2 to approve a new ordinance amending Chapter 14.12 of the City Code, focused on updated stormwater management regulations. This action follows a high regulatory contagion signal regarding stormwater management, with City Engineer Sarah Jenkins presenting data on recent drainage issues in the Alameda area. Council members Mark Thompson and Emily Chen cast the dissenting votes, citing concerns about potential impacts on commercial property owners. The full agenda and supporting documents are available on the city's Agenda Center.

During a special meeting on Thursday, March 13, the City Council engaged in a detailed discussion regarding strategies to address housing density. Council President David Miller emphasized the need for diverse housing options, particularly near Idaho State University and the city's core. The discussion, informed by a staff report from Planning Director Robert Davies, explored potential zoning amendments and incentives for infill development, aligning with the observed regulatory contagion for housing density. No immediate votes were taken, but the council directed staff to prepare draft amendments for future review.

The week also saw the City Council attend a comprehensive Budget Development Training Meeting on Monday, March 10, led by Finance Director Lisa Rodriguez. This session, crucial for the upcoming fiscal year, covered revenue projections, expenditure analysis, and best practices for municipal budgeting. Earlier in the week, the Historic Preservation Commission held a special work session on March 10 to review proposed facade improvements for several historic properties downtown, including the former Bannock Hotel site, providing recommendations to the Planning & Zoning Commission. The Planning & Zoning Commission, in its regular meeting on March 12, considered a conditional use permit for a new mixed-use development at 123 S. Main St., ultimately tabling the decision pending further environmental review related to watershed protection overlays in the Portneuf River basin.

Schools

Pocatello/Chubbuck School District 25 announced this week that enrollment projections for the 2026-2027 academic year indicate a slight increase in elementary grades, particularly in the Alameda and Highland areas. Superintendent Dr. Michael Jensen reported to the school board that facility expansion plans for Tendoy Elementary School are proceeding on schedule, with groundbreaking anticipated in late spring. The district also celebrated the Highland High School basketball team's regional championship victory, securing their spot in the state tournament.

The Pocatello Police Department reported a total of 312 calls for service during the week of March 8-14. Incidents included 47 traffic stops, 23 welfare checks, and 12 reports of theft. Pocatello Fire Department and EMS responded to 89 calls this week, including 61 medical emergencies, 11 fire alarms, and 5 motor vehicle accidents.
