City Government
Westbrook City Council moved forward with a proposed 180-day moratorium on new data center development during its meeting on Monday, June 15, 2026. The council voted 6-1 to send the ordinance amendment to a second reading, with Council President Sarah Chen noting the need for thorough research into potential impacts on city infrastructure and energy grids. City Manager Jerod Smith stated that the moratorium would allow the city's Planning Department and legal counsel to develop comprehensive zoning regulations tailored to such facilities (June 15 City Council Agenda Packet).
Separately, the Westbrook Planning Board convened on Tuesday, June 16, 2026, to address several ongoing and new development proposals. The board granted a site plan amendment extension to Cloutier Properties, LLC, for their multi-unit residential project on Mechanic Street, allowing additional time for final engineering submissions. The extension was approved unanimously after a presentation by developer representative Mark Cloutier. A new proposal from JSIP for a mixed-use building at 82 Main Street, featuring ground-floor commercial space and 18 residential units above, also received initial review. Planning Board Chairman David Lee tasked JSIP's project manager, Alex Rodriguez, with providing more detailed traffic impact studies for the next meeting.
Discussions continued regarding the significant mixed-use development by Dirigo Center Developers, LLC, for the Rock Row district, which was first introduced at the May 19, 2026, Planning Board meeting. The current proposal includes a phased approach for commercial, retail, and residential components, with an estimated total investment nearing $75 million. City Planner Lisa Thompson presented an overview of the project's potential economic benefits and outlined the remaining steps for environmental impact assessments and public input sessions, which are expected to extend into late summer.
Schools
The Westbrook School Department concluded its academic year with various end-of-year events. The School Committee did not hold a formal meeting during the week of June 12-18, having approved the fiscal year 2027 budget at its June 9 session. Superintendent Dr. Emily Davis issued a statement commending students and staff for a successful year, highlighting recent improvements in literacy programs and the expansion of career and technical education opportunities at Westbrook High School. Preparations for summer school programs at Westbrook Middle School and the summer reading challenge through the Westbrook Public Library are now underway.
Police
The Westbrook Police Department responded to 178 calls for service between June 12 and June 18. On Friday, June 13, officers responded to a report of shoplifting at a retail establishment in the Westbrook Arterial area, leading to the arrest of a 34-year-old male from Portland for theft. On Saturday, June 14, at approximately 2:30 p.m., a two-vehicle accident occurred at the intersection of Main Street and Bridge Street, resulting in minor injuries to one driver and significant traffic delays. Both vehicles were towed from the scene. Additionally, police addressed 14 noise complaints across various residential neighborhoods throughout the week, primarily related to late-night gatherings.
Fire & EMS
The Westbrook Fire & EMS Department responded to 62 calls for service during the past week, including 48 emergency medical calls and 14 fire-related incidents. On Thursday, June 12, at approximately 10:15 a.m., crews responded to a commercial fire alarm at IDEXX Laboratories headquarters on One IDEXX Drive. The incident was quickly determined to be a false alarm caused by a malfunctioning smoke detector in a research wing. On Sunday, June 15, Westbrook EMS provided mutual aid to the Gorham Fire Department for a serious motor vehicle crash on Narragansett Street, transporting one patient with critical injuries to Maine Medical Center in Portland.
