City Government

Westbrook city officials were busy this week, addressing fiscal oversight, utility rate adjustments, and ongoing development initiatives. The City Council convened on Monday, March 29, for its regular meeting, where members received and reviewed the comprehensive Audit Report Fiscal Year 2025. City Finance Director Sarah Jenkins presented the findings, highlighting the city's strong financial position and adherence to budgetary guidelines. The report, which is now publicly available (Audit Report Fiscal Year 2025), showed a healthy general fund balance and effective management of city assets. Councilors commended staff on their diligent work throughout the fiscal year.

Simultaneously, the city's legal department and planning staff began reviewing the recently published Maine Public Utilities Commission Docket 2026-00047, which details proposed utility rate cases and capital improvement plans from Central Maine Power. While not a direct city action, the docket's implications for resident and business utility costs, as well as potential infrastructure upgrades within Westbrook, will be closely monitored by city administration. City Administrator Michael Chen indicated that the city would submit comments to the Public Utilities Commission if warranted.

The Planning Board also held a productive session on Tuesday, March 30, continuing its work on several key development projects. Discussions focused on a proposed mixed-use development near Rock Row that aims to incorporate significant affordable housing units, aligning with the city's emphasis on housing density reforms. Planning Director Emily Foster presented revised plans for the project, which included updated parking solutions to address the city's active parking reform initiatives. The board also reviewed preliminary concepts for a new downtown signage ordinance, an ongoing initiative intended to standardize and enhance the aesthetic appeal of business fronts along Main Street.

Schools

The Westbrook School Committee met on Wednesday, March 31, at the Westbrook Performing Arts Center to discuss capital improvement projects and curriculum updates. Superintendent Dr. Robert Allen provided an update on the progress of the new Westbrook High School athletic complex, noting that the School Building Committee is on track with its fundraising goals and construction timeline. The committee also approved a new elective course in environmental science for Westbrook Middle School, reflecting a broader commitment to environmental protection education within the district.
