Town Government

The Falmouth Town Council concluded a busy week, primarily focusing on fiscal matters and land use regulations. On Monday, June 15, the Council formally adopted the Fiscal Year 2027 Tax Increment Financing fund budget of $5,951,208 and the corresponding expenditure budget of $5,381,860. The budget allocations, presented by Town Manager Sarah Chen, reflect a continued commitment to strategic investments within the town's designated TIF districts, as detailed in the meeting's financial report (FY27 TIF Budget Resolution 2026-10). Council Chair Robert Davis noted the importance of these funds for ongoing economic development and infrastructure projects along the Route 1 corridor.

In a related action, the Council moved forward with an amendment to the town's zoning ordinance, which would prohibit self-storage facilities in the Mixed Use Cluster District. This regulatory update, introduced by Council Member Eleanor Vance, aims to refine the character of the MUC district and encourage diverse commercial and residential development. The proposed amendment will now proceed to public hearing, following a recommendation from the Ordinance Committee (Zoning Amendment Draft 2026-05).

Further demonstrating the town's proactive approach to infrastructure, the Council accepted two crucial easements this week. A subsurface drainage easement was granted on a private property located off Lunt Road, allowing the town rights to install and maintain a vital stormwater system. This measure is intended to mitigate localized flooding and improve water quality in the area (Lunt Road Drainage Easement Deed). Additionally, an easement for shoreline stabilization was accepted near the town's wastewater pump station on Clearwater Drive. This action will enable necessary work to protect municipal infrastructure from erosion caused by rising sea levels and storm surges, as outlined in the engineering report (Clearwater Drive Shoreline Protection Agreement). The Conservation Commission and the Long Range Planning Advisory Committee have been actively involved in discussions surrounding such environmental resilience efforts.

Schools

The Falmouth School Board met on Tuesday, June 16, to review preliminary enrollment projections for the upcoming academic year. Superintendent Mark Johnson presented data indicating a slight increase in kindergarten enrollment, prompting discussions about future classroom space and staffing needs at Falmouth Elementary School. The Board also approved a capital improvement request for roof repairs at Falmouth Middle School, with an estimated cost of $180,000, following a structural assessment report (School Facilities Report 2026-03). The project is slated for completion during the summer break, minimizing disruption to students and staff.
