Town Government

The Falmouth Town Council convened on Monday, March 30, 2026, addressing key municipal issues including the upcoming fiscal year budget, a proposed stormwater management ordinance, and a significant commercial development on Route 1. Town Manager Sarah Chen presented the Finance Committee's recommended fiscal year 2027 municipal budget, highlighting a 3.2% increase in general fund expenditures. Councilors reviewed department allocations, with particular attention to public works and public safety budgets. The Council voted unanimously to accept the Finance Committee's recommendation, moving the budget forward for public hearing and further discussion (March 30 Town Council Agenda, FY27 Municipal Budget Summary).

Discussion then turned to a draft stormwater management ordinance, presented by Town Planner David Miller. The Ordinance Committee had finalized the draft during its meeting on Friday, March 27, following several months of public input and revisions (Proposed Stormwater Management Ordinance, Draft 3.0). The proposed ordinance aims to update existing regulations to better manage runoff from new developments and redevelopments, particularly in areas near the Presumpscot River corridor and Casco Bay. Councilors expressed support for the initiative, noting its importance for environmental protection and compliance with state guidelines, and scheduled a public hearing for the ordinance in April.

In other business, the Town Council heard a preliminary presentation from Maine Coast Builders LLC regarding their proposed "Falmouth Market Place Expansion" project on Route 1. The project includes additional retail space and a mixed-use component, which could incorporate accessory dwelling units. Councilors provided initial feedback on traffic flow, aesthetic design, and environmental impact. The project will now proceed to the Planning Board for detailed site plan review. Separately, the Planning Board met on Tuesday, March 31, to review an application for a new multi-family housing development at 180 Gray Road, focusing on lot coverage and open space requirements (Planning Board Minutes, March 31).

Schools

The Falmouth School Board held its regular meeting on Friday, March 28, 2026, to finalize its proposed budget for the upcoming fiscal year. Superintendent Dr. Emily White presented the final budget proposal, which includes funding for two new teaching positions to address growing enrollment at Falmouth Elementary School and necessary capital improvements at Falmouth High School, including roof repairs. The board voted to approve the $35 million budget, sending it to the Town Council for their review and integration into the overall town budget. Dr. White reported current enrollment stands at 1,850 students across the district, a slight increase from the previous year (Falmouth School Board Minutes, March 28, FY27 School Department Budget, Version 2).
