City Government

Sanford city officials focused on budget planning and regulatory updates during the week of March 28-April 3. The City Council convened on Tuesday, March 31, where councilors voted to send a proposed Energy Efficiency Code to a second reading and public hearing. City Manager Steve Jones presented an overview of the code, noting its alignment with regional efforts to update building standards. The draft ordinance, an attachment to the March 31 City Council Agenda, outlines new requirements for commercial and residential construction aimed at reducing energy consumption.

During the same meeting, the Council received an update from Planning Director Martha Chen on progress regarding an Accessory Dwelling Unit ordinance. The Planning Board has been refining the ordinance, which aims to increase housing options within the city. Councilor Brenda Lee expressed support for the measure, highlighting its potential to address local housing shortages, according to the March 31 City Council Minutes. The Council also accepted a grant of $75,000 from the Maine Department of Transportation for improvements at the Sanford Regional Airport, specifically for runway lighting upgrades, as detailed in a separate notice.

Earlier in the week, on Monday, March 30, the Finance Committee met to review departmental budget requests for the upcoming Fiscal Year 2027. Committee Chair Robert Smith led discussions on the police department's proposed budget increase, which includes funding for two additional officers and new patrol vehicle leases. City Finance Director Sarah Davis presented a preliminary revenue forecast, cautioning that property tax increases might be necessary to cover rising operational costs. The committee will continue its budget deliberations next week, with a focus on education and public works expenditures (FY27 Budget Book 1, Operating Budgets).

The Planning Board held its regular meeting on Wednesday, April 1, primarily addressing new development proposals. The board unanimously approved a site plan review for "Sanford Commerce Park Phase II," a 12-lot industrial subdivision located off Airport Road, near the Sanford Regional Airport. Developer Johnathan Greene, representing Mainstay Holdings LLC, presented revised traffic impact studies and stormwater management plans. The board also conditionally approved a permit application for a new 10,000 square foot retail building at 155 Main Street in Springvale, pending final engineering review (April 1 Planning Board Agenda Packet).

Committee members raised questions regarding rising health insurance costs for staff and the impact of state subsidy projections. The committee voted to hold a public workshop on the budget on April 15. Additionally, the committee received an update on the ongoing maintenance project at the Carl J.
