City Government

Saco's utility infrastructure was a focus this week, with the Maine Public Utilities Commission publishing three dockets related to the Maine Water Company's rate cases. These dockets, identified as PUC Docket 2026-00020, PUC Docket 2026-00028, and PUC Docket 2026-00055, contain capital improvement plans that could impact local water rates and service. City Administrator Stephen Miller noted that staff are reviewing the filings to understand potential impacts on Saco residents and businesses, particularly in light of ongoing discussions about municipal infrastructure upgrades and development pressures.

The City Council did not hold a regular meeting this week but continued internal discussions regarding a proposed ordinance on stormwater management, a topic that has seen increasing attention across Maine. Councilors are reviewing recommendations from the Energy and Sustainability Committee and the Conservation Commission, which has published 29 documents related to environmental issues. City Engineer Sarah Chen is preparing a report on potential funding mechanisms for stormwater infrastructure improvements, expected to be presented at an upcoming workshop.

The Planning Board also met to continue its review of several development applications, including a mixed-use project proposed for the Saco Island redevelopment area. Board Chair Robert Davis emphasized the need for careful consideration of traffic impacts and the integration of new construction with the historic character of the area. The Historic Preservation Commission, which has 114 documents in the pipeline, is concurrently evaluating design guidelines for facade improvements in the downtown district, ensuring new developments respect Saco's architectural heritage.

Schools

The Saco School Board convened a workshop this week to discuss preliminary budget projections for the fiscal year 2027. Superintendent Eleanor Vance presented an overview of anticipated enrollment trends and highlighted the need for continued investment in technology and student support services. Discussion also touched upon the progress of the Saco Middle School gymnasium renovation project, which is on schedule for completion by late summer. The board is expected to hold its first public budget hearing in April.

The Saco Police Department responded to 168 calls for service between March 27 and April 2. Incidents included 27 traffic stops, 12 welfare checks, and 8 reports of suspicious activity. Both vehicles were towed from the scene. On March 31, police investigated a report of shoplifting at a convenience store on Portland Road, where an undisclosed amount of merchandise was taken. The investigation is ongoing.

Fire & EMS

The Saco Fire Department and Emergency Medical Services responded to 51 calls this week, including 35 medical emergencies, 4 fire alarms, and 2 motor vehicle accidents. On April 1, firefighters responded to a structure fire at a residence on Beach Street in the Camp Ellis neighborhood. No injuries were reported, but the kitchen sustained moderate damage. The cause of the fire is under investigation.
