Likely affected: data center developers and their power partners (a moratorium or a new overlay can remove a site from consideration before an application is filed).
Worth watching: electric utilities and interconnection planners (large-load requests follow siting decisions).
Property tax and fees: a large-load user changes the tax base, or fixes it under a PILOT or TIF (through the levy). Municipal debt and bonding: new revenue or a fixed payment changes what the town can carry (through debt capacity). Capital improvement planning: water, sewer and road capacity the site needs enter the capital plan (through the capital budget).
